PROBLEM TO BE SOLVED: To facilitate workability to a protected structure provided with a fire-resistant and heat-resistant material layer by accelerating weight reduction and toughening of the fire-resistant and heat-resistant material layer while enhancing the fire-resistant and heat-resistant properties of the structure. SOLUTION: A hydraulic admixture 10 containing hydraulic cement which is a main component, and a weight reducing aggregate material and a toughening fibrous material which are auxiliary components is placed and molded on the surface of a concrete segment 9 which is a protected structure, and self-hardened to form a structure 14 provided with the fire-resistant and heat-resistant material layer 13.
