PROBLEM TO BE SOLVED: To provide a functional material which has a large adhesive strength between a synthetic resin base and a functional surface layer or a primer layer and shows little possibility of release even when it is used outdoors, and a method for manufacturing it. SOLUTION: The functional material in which the functional surface layer 3 is laminated and integrated on the surface of the synthetic resin base 1 preferably through the primer layer 2, has a constitution wherein the surface of the synthetic resin base 1 is treated with a surface activation treatment and its surface tension ratio (surface tension of the synthetic resin base immediately after the treatment/surface tension of the synthetic resin base before the treatment) is at least 1.4. The wettability of the surface of the synthetic resin base 1 is improved thereby and bonding strength with the functional surface layer 3 or the primer layer 2, and release resistance are improved. In the method for manufacturing it, after the surface of the synthetic resin base is treated with the surface activation treatment, it is coated with a coating for forming the functional surface layer and is solidified.
