PROBLEM TO BE SOLVED: To smoothly perform ultimate uses for a completed closed system landfill for incineration ash. SOLUTION: The incineration ash A for the closed system landfill is compacted, for example, to have a coefficient of saturation permeability of≤1×10-5and >1×10-7. A levee 16 is formed by using the incineration ash A on the upper surface of the compacted incineration ash A. A water reserving part 17 is formed on the upper surface of the incineration ash A in this way and is water-sealed by supplying water in the water reserving part 17 so as to constantly store the water W on the surface of the incineration ash A.
