PROBLEM TO BE SOLVED: To provide a method of manufacturing a rotable toothbrush for efficiently manufacturing a brush single body 9 at high speed and to provide an apparatus thereof. SOLUTION: The manufacturing apparatus of the brush single body of a rotable brush to be fitted rotatably to the handle of the rotable toothbrush is provided with: a pedestal 2 where an insertion hole 2a for inserting a group of wires 1 obtained by gathering many wires 1a in the state of a bundle; a fastener 3 for grasping the group of wires 1 and holding it with a fixed quantity projecting from the insertion hole 2a of the pedestal 2; a nozzle 4 for opening the group of the wires 1 in a radial direction by blowing air into the center of the projecting side of the group of wires 1; a presser 5 for fixing the group of opened wires 1 to the pedestal 2; a welding machine 6 for welding the center part of the group of the wires 1 in the state of fixing the group of the wires 1 to the pedestal 2, and a cut off means 7 for cutting off the center of a welded part by the welding machine 6.
