PROBLEM TO BE SOLVED: To provide a heavy metal fixing agent fixing a heavy metal in a wide region of pH and a method for fixing the heavy metal in soil or in incinerator ash by using the heavy metal fixing agent. SOLUTION: The heavy metal fixing agent comprises a calcium compound such as calcium silicate, calcium hydroxide, calcium oxide, calcium carbonate or the like, a phosphate compound such as calcium phosphate, hydroxyapatite or the like and an iron compound such as iron sulfate, iron chloride or the like as active ingredients. The agent is mixed into the soil or the incinerator ash containing the heavy metal, further a water content of the mixture is adjusted to be 10-40 wt.% and the heavy metal is fixed.
