PROBLEM TO BE SOLVED: To provide a refuse-removing pad which can surely remove refuse, a refuse-removing device and a refuse-removing method. SOLUTION: The refuse-removing pad 15 which is constituted of a silicon rubber and has a curved surface wherein the diameter is contracted into a protruding shape from the outside to the inside is closely joined to a character plate-forming part 41 by a vertical motion of a cylinder 11 for the vertical motion, and refuse stuck to the printing surface 42 of the character plate- forming part 41 is removed. Then, the refuse-removing pad 15 is moved onto the top of an adhesive sheet 31 made of a butyl rubber by the vertical motion of the cylinder 11 for the vertical motion and a 90°rotating motion of an inverting unit 13, and the refuse-removing pad 15 is closely joined to the adhesive sheet 31.
