<p><P>PROBLEM TO BE SOLVED: To provide a hard scourer having superior performance of removing a horny part and activating the skin cell under the horny part to be removed to accelerate the reproduction of the skin tissue. <P>SOLUTION: A powdery minus ion generating substance 2 or an minus ion generating substance 2, and a humidity retention component 3 such as sericin and silk are dispersed and mixed in raw liquid of hard foaming resin forming the hard scourer body 4.
