PROBLEM TO BE SOLVED: To initially quickly raise the temperature of air inside a circulation drying air path even in the case that the temperature of cooling water is low and to shorten drying time. SOLUTION: The power of an air stream is weakened by suppressing the rotation speed of the motor of a fan generating the air stream inside the circulation drying air path low (3,400 rpm) at the beginning of a drying operation and thus scattering of the cooling water introduced to the air path in fine water drops is suppressed (S2). Thus, since a cooling action is extremely lowered and the temperature of the air returning to a heater for drying becomes relatively high, the temperature of circulating air quickly rises. After the lapse of the time enough to raise the temperature of the air to a certain level (S4), the rotation speed of the fan is gradually increased to 4,500 rpm (S5, S6), a moisture removing effect by the cooling water is increased while suppressing the noise of the fan due to sudden speed increase and practical drying is started.
