摘要 PROBLEM TO BE SOLVED: To improve a luminous efficiency in the lamp having a fluorescent substance layer. SOLUTION: The fluorescent substance layer 12 is formed with the three wavelength region light-emitting type fluorescent particles 12a having been bound by a binder 12b. The binder 12b is made of a basic material of a mixture of calcium-barium borate and calcium pyrophosphate, and a light-emitting substance that converts the ultraviolet rays of a wavelength of 254 nm into the ultraviolet rays of longer wavelength or a visible light is dissolved in this basic material. As a light-emitting substance, an oxide of an element selected from gadolinium (Gd), terbium (Tb), europium (Eu), neodymium (Nd), and dysprosium (Dy) belonging to lanthanoid, and an oxide of an element selected from thallium (Tl), Tin (Sn), lead (Pb), and bismuth (Bi) belonging to 3B, 4B, 5B groups are suggested.
