<P>PROBLEM TO BE SOLVED: To provide an electrochemical element, an oxygen concentrator, and a fuel cell, easy to manufacture and decreasing the resistance of an electrode. <P>SOLUTION: An anode layer 11 which is a stacked electrode having three layer electrode structure is constituted by forming an oxide electrode layer 31 on the surface of a ceramic substrate 7, a mixed electrode layer 33 on the surface of the oxide electrode layer 31, and a metal electrode layer 35 on the surface of the mixed electrode layer 33. The ceramic substrate 7 is an oxygen ion-permeable solid electrolyte layer. The oxide electrode layer 31 is an oxide layer having oxygen decomposition capability. The mixed electrode layer 33 is composed of a mixed material of a metallic material of the metal electrode 35 and an oxide material.
