<P>PROBLEM TO BE SOLVED: To reduce the operation load for a user in voting even when a plurality of voting form types exist. <P>SOLUTION: A terminal control part 10 of this voting terminal 1 detects the operation by a user by an operation input part 13, and receives the vote by every voting form type, after the personal authentication of the user is obtained by an authentication part 16. The voting information indicating the contents of voting is recorded in an information recording card 3 by a card processing part 11, or the voting information is transmitted from a ticket issuing machine communicating part 14 to a ticket issuing machine 2.
