PROBLEM TO BE SOLVED: To provide a program creation apparatus allowing anyone to easily create programs. SOLUTION: For all of first arrows 1x connected to one association point Ax, a control part CO detects the state of a data unit Dm connected to the starting end of each first arrow 1x; if all the data units Dm are in an executable state, the control part executes a predetermined process program stored in a storage part ST and renders executable a data unit Dn connected to the terminal end of a second arrow 2x connected to the one association point Ax, so as to execute the predetermined process program stored in the storage part ST.
