PROBLEM TO BE SOLVED: To provide a fixing device and an image forming apparatus capable of obtaining a good image with less offset phenomenon by always securing a stable potential relation between a fixing roller and a pressure roller and a charge relation between the toner layer charge and a recording material rear side charge without causing the breakdown of the fixing roller surface. SOLUTION: In the typical constitution of the image forming apparatus and the fixing device for the aforesaid purpose, the fixing device is provided with at least a rotating body equipped with a heating source, and a pressure member forming a press-contact part together with the rotating body, and a recording material is held by the press-contact part and carried, and a toner image electrostatically formed on the surface of the recording material is thermally fixed on the recording material by the fixing device, the fixing device is also provided with a bias applying means for applying a voltage on the rotating body and the pressure member and forming a current path flowing from the press-contact part to a ground through the recording material by arranging an electrode member connected to the ground on the downstream side of the press-contact part, and the bias applying means branches from a single power source so as to apply the voltage on the rotating body and the pressure member.
