<P>PROBLEM TO BE SOLVED: To deliberately and timely adjust the operation system of a factory through a year, and to minimize the loss of any order receiving opportunity while minimizing any excess holiday attendance or overtime work. <P>SOLUTION: A load status calculating means 32 blocks current data 22 in each prescribed period, and calculates the load status of each block. A schedule updating means 33 operates in a prescribed timing, and updates a schedule to optimize the holiday distribution of each block according to the combination of the load status of each block.
