PROBLEM TO BE SOLVED: To provide a hydraulic tensioner lifter wherein a vibration damping function is sufficiently performed by shortening a filling time of pressure oil into an oil chamber in a state of containing air. SOLUTION: The hydraulic tensioner lifter 20 for applying tension to an endless drive belt of a power transmission mechanism comprises: a plunder 24 slidably fitted in a receiving hole 23 of a tensioner body B and forming the oil chamber 25 between the plunger and the tensioner body B; and an air vent mechanism for discharging air in the oil chamber to the outside of the oil chamber. The air vent mechanism comprises an air vent valve P having a valve body 53 for opening and closing a discharge passage 50 that has an inlet 50a1 situated in an uppermost portion of the oil chamber 25 and leading air in the oil chamber 25 to the outside of the oil chamber 25. The air vent valve P has a check valve function for allowing discharging of air in the oil chamber 25 to the outside of the oil chamber 25 and for preventing entering of air from the outside of the oil chamber 25 into the oil chamber 25, and the air vent valve prevents discharging of the pressure oil in the oil chamber 25 to the outside of the oil chamber 25.
