摘要 <p><P>PROBLEM TO BE SOLVED: To prevent the quality of a decoding image from being substantially deteriorated even if a code error occurs in transmission data, and to efficiently carry out decoding even if only one portion can be decoded due to the error. <P>SOLUTION: The moving image-coding equipment has a region division means for dividing an image signal that is inputted for each frame into a plurality of regions, a region rearrangement means for changing the order of region units that are divided by the region division means, a first coding means for coding information for indicating a rearrangement order, and a second coding means for coding the image signal in the regions that are rearranged according to the rearrangement order. The moving image-coding method includes a region division step for dividing the image signal inputted for each frame into the plurality of regions, a region rearrangement step for rearranging the orders of region units to each region that is divided in the region division step, a first coding step for coding information that indicates the rearrangement order, and a second coding step for coding the image signal at each region being rearranged according to the order of rearrangement. <P>COPYRIGHT: (C)2004,JPO</p>
