PROBLEM TO BE SOLVED: To enable safe escape from an unregistered person. SOLUTION: Portable terminals are carried by persons A-H, and IDs of portable terminals (persons) are registered in a PC 12. A human authentication sensor 20 having communicating function is buried in a corridor or the wall of a staircase in a building. When the human authentication sensor 20 senses a person, transmission of ID is requested to the portable terminal which will be possessed by the person. The human authentication sensor 20 which received ID transmits the ID to the PC 12, and the PC 12 confirms whether the ID is registered or not. When it is not registered, the sensed person is determined as an unregistered person Z. The moving route of the unregistered person Z from the sensed position by the human sensor is calculated, and escape routes from the unregistered person Z for the persons A-H are independently calculated based on the moving route.
