PROBLEM TO BE SOLVED: To efficiently utilize a wireless resource and increase a system capac ity, by efficiently performing channel allocation. SOLUTION: When a burst type judger 104 receives a channel allocation request from a wireless communication terminal, the judger detects a transmission rate appended to the channel allocation request and required by the wireless communication terminal, judges a burst type corresponding to the transmission rate, and among a plurality of time slots contained in one frame, a channel detector 106 searches for an idle time slot not currently being used for the communication and a time slot corresponding to the burst type judged by the burst type judger 104.
