PROBLEM TO BE SOLVED: To leave a pipe guiding tool 20 of a tip new pipe P in a sheath pipe P' in an arrival pit R regardless of the length of an appearance margin L of the new pipe by moving the tool to the new pipe. SOLUTION: A succeeding new pipe P is inserted into a preceding new pipe P, and is pushed in the pipe axis direction while joining the pipes together, and is jacked in the sheath pipe P' up to the arrival pit R via a caster 24 of the pipe guiding tool 20 installed in the respective new pipes P. The new pipe P is inserted and laid in the buried sheath pipe P'. The pipe guiding tool 20 moves in the sheath pipe P' while being guided via the caster 24 by bringing a rotation checking roller 28 into pressure contact with the forefront new pipe P. When the pipe guiding tool 20 does not fall off from the inside of the sheath pipe P' even if the appearance margin L into the arrival pit R is taken, jacking of the new pipe is advanced as it is. While, when there is the possibility of falling off of the pipe guiding tool 20 from the sheath pipe P', a check of rotation of the roller is released, and the pipe guiding tool 20 is left in the sheath pipe P' as a chain line from a continuous line, and the appearance margin is secured by moving the new pipe P to the pipe guiding tool 20 by the rotation of the roller 28.
