PROBLEM TO BE SOLVED: To provide an information recording device that can quickly access the information when reproducing and simplify its reproduction procedures and record information in a way to prevent interruption in reproduction. SOLUTION: This information recording and reproducing device has a controller 75 to create recording information consisting of the main frames and its incident extension frames, and a signal processor 72 which divides the main frames and its incident extension frames into audio packets then multiplexes the main frames and the extension frames to constitute the audio packets by using either one of the audio packet containing the main frames or the audio packets containing the extension frames to record on a DVD.
