Essence A device comprises an electric generator 28 and 31, a windwheel 8 with vertical blades, which are mounted in the frame 5 of the windwheel rotatably around the central support 2. The blades of the windwheel are rotatable around their axles of fixation with the frame in two extreme positions by supports 9 and 10. To the electric generator and electric engine 22 is connected, which cinematically is joined to the blades. The windwheel frame has a site 6, on which there is a sensor of registration of number of revolutions 33, which by means of microprocessor is electrically connected to poles 31 of the generator, and the latter ones–to the permanent-magnet generator 34 and 35 with permanent magnets. 3.
