PURPOSE: A device for rolling tissue is provided to manufacture cylindrical tissue in large quantities and low cost by automatically rolling the tissue made of paper or nonwoven fabric, cylindrically. CONSTITUTION: A first pneumatic unit(410) and a second pneumatic unit(450) are rotated, separately, and roll paper or nonwoven fabric at a lower position than a feed line. A first, a second, a third, and a fourth elastic guide are located at a certain distance from the first pneumatic unit and the second pneumatic unit, and guide the paper or nonwoven fabric rolled in the sucking unit, elastically.
