PROBLEM TO BE SOLVED: To provide a functional film containing a silane compound as a film component and excellent in water repellency, durability and heat resistance, to provide a method of manufacturing the same, to provide a liquid crystal display element using the functional film and to provide a method of manufacturing the same. SOLUTION: A substrate layer solution containing a hydrolyzable compound represented by X-(SiOX<SB>2</SB>)<SB>n</SB>-SiX<SB>3</SB>(wherein X is at least one compound selected from the group consisting of halogen, an alkoxy group and an isocyanate group and (n) is an integer of 0 or more) is brought into contact with the surface of a base material and dried at below 300°C to form a substrate layer, a solution containing a silane compound is brought into contact with the surface of the substrate layer to chemically adsorb silane compound molecules on the base material, and the coated base material is baked at≥300°C to form the functional film. By this constitution, the water repellency, durability and heat resistance of the functional film comprising the silane compound used for the purpose of modifying the surface properties of the base material can be enhanced.
