PURPOSE: Provided is an alkaline sterilizing and washing agent composition, which has long-term sterilizing effect, deodorizing effect and excellent washing capability, and is not harmful to human and environment. CONSTITUTION: The alkaline sterilizing and washing agent composition comprises an alkaline ionized water having pH 11 or more mixed with a buffering solution component selected from sodium phosphate, sodium silicate and a mixture thereof in the amount of 0.1 wt% to 1.0 wt% based on the total weight of the composition. The alkaline ionized water is obtained by the electro-decomposition of water containing an electrolyte. The composition may further comprise 0.2-0.8 wt% of xylitol based on the total weight of the composition.
