<P>PROBLEM TO BE SOLVED: To provide a server that outputs a CM program corresponding to the personal conditions, such as the likings, etc., to an output unit, and to provide a CM program output unit. <P>SOLUTION: The server 1 stores CM data for outputting a CM program by adding attribute information specifying a user watching the CM program to the data. Upon receiving user information including the information on the liking of the user transmitted from the STB 3, the server 1 selects CM data added with the attribute information matching to the user information and transmits the selected CM data to the STB 3. The STB 3 stores the received CM data and outputs the stored data as the CM program. The server 1 receives the states of the user to watch the CM program from the STB 3 and converts the watching states into a point.
