Because of having an Rho kinase inhibitory effect, compounds represented by the following general formula (1), prodrugs thereof or pharmaceutically acceptable salts of the same are useful in treating diseases such as hypertension the pathological conditions of which are seemingly improved by inhibiting Rho kinase and by the secondary effects of the inhibition of Rho kinase such as the inhibition of the Na<+>/H<+> exchange transport: (1) wherein X represents a single bond or optionally substituted lower alkylene; Z represents a saturated or unsaturated monocyclic hydrocarbon ring, etc.; and R<1>, R<2>, R<3> and R<4> are either the same or different and each represents hydrogen, halogeno, nitro, cyano, carboxy, optionally substituted alkyl, etc.
