A powder for shielding an ultraviolet ray, characterized in that it is a high temperature oxidation type titanium dioxide powder containing, as a main component, anatase-type single crystal particles, rutile-type single crystal particles, brookite-type single crystal particles or a mixture of these particles, wherein those particles are doped with an aluminum ion in an amount of 0.5 to 8.0 wt % based on titanium dioxide, have a primary particle diameter of 5 to 1000 nm, and form no secondary particles, or in that it contains zinc oxide particles as a main component; a dispersion having the powder; and a film or a container shielding an ultraviolet ray which uses the dispersion. The powder for shielding an ultraviolet ray is capable of providing the dispersions thereof in various base materials which combine the transparency in a visible light region, the suppression of the photocatalyst activity thereof and excellent shielding property for an ultraviolet ray, and also exhibit good safety and sanitary characteristics.
