It is intended to provide drugs for treating diseases specifically acting on specific cells or tissues with the use of hollow protein nanoparticles, the therapeutic effects of which have been confirmed by animal experiments, and a treatment method with the use of these drugs. These drugs for treating diseases contain hollow protein nanoparticles made of a protein presenting a growth factor or the like and being capable of forming particles (for example, hepatitis B virus surface antigen protein having been modified to lose its inherent infectivity to liver cells and further modified to present a growth factor or the like) in which a substance to be transferred into cells (for example, a herpes simplex virus-origin thymidine kinase gene for treating cancer) is encapsulated.
