PROBLEM TO BE SOLVED: To reduce cost and shorten the processing time by reducing the number of parts. SOLUTION: When either one of driving rollers is set in a groove part of an index cam, a rotating speed of the index cam becomes maximum and, at this time, a punch cam is in a lying condition, bringing a lower punch plate 34 close to an upper punch bottom plate 36, and an upper die part 31 and a lower die part 32 are separated each other. In this condition, a metal plate is fed between the upper die part 31 and the lower die part 32. The rotating speed of the index cam becomes almost zero under the condition that both driving rollers contact with both sides of the island of the index cam, and at this time, the punch cam is in a standing condition, resists a spring force of a compression coil spring, presses the lower punch plate 34 and the upper punch bottom plate 36 upward and downward respectively through bearings, and separates the lower punching plate 34 from the upper punching bottom plate 36. At this point, the upper die part 31 and the lower die part 32 press each other and punch piercing holes on the metal plate under the condition that the metal plate almost stands still and is put between them.
