PROBLEM TO BE SOLVED: To prepare an oil-in-water type cosmetic containing surface-treated fine powder, providing excellent sense of use and having good temporal stability. SOLUTION: This oil-in-water type cosmetic contains (a) the fine powder surface-treated with an organosilicon compound in 10-30 wt.% of the deadweight, (b) a silicone oil, (c) an anionic surfactant and/or a phospholipid and (d) water.
