PROBLEM TO BE SOLVED: To solve a problem in a conventional yarn winder which determines whether a tension value remains in a certain range from the beginning to the end of winding a package, or recognizes transient tension fluctuations, which has made it impossible to exactly recognize abnormality when the tension value is in the certain range or there are no great local fluctuations. SOLUTION: This winding control monitoring device for a yarn winder TW, which forms packages P1 to P6 by winding yarn around a bobbin 11, stores a relationship between winding time obtained as a result of normal winding operation in an operation pattern determined by a control target value such as yarn winding speed, and a target monitoring value such as tension specific to the operation pattern, as a monitoring reference value in a storage means M installed on the device, compares measured monitoring value obtained after winding operation is performed in an operation pattern in which the monitoring reference value is obtained by a computing device C, with the monitoring reference value, and determines whether a deviation of the measured monitoring value from the monitoring reference value is within a prescribed value.
