<p><P>PROBLEM TO BE SOLVED: To provide method and system capable of creating a transportation plan bearing with actual operation allowing a human expert also to determine good or bad of a transportation schedule created by the system, by automatically and gradually creating a schedule having high optimality from a schedule close to a transportation schedule created by a manpower. <P>SOLUTION: In creating the transportation schedule, the system receives a positional information of a physical distribution center and distribution destination, an amount of baggage to be transported, a baggage information including time limit, namely a deadline of arrival time of a transportation vehicle at the distribution destination, a transportation vehicle information including load limit of the transportation vehicle, and a basic route information for defining a transportation route used for creating the schedule of the transportation vehicle.
