PURPOSE: To use the capacity of a sump to the maximum by reducing the height of toner accumulated on an interface between a cleaning blade and an image forming surface and delivering residual toner to a front and a back sump parts by an active toner moving device. CONSTITUTION: The paddle wheel type toner moving device 64 arranged in a cleaner housing 48 loaded on the image forming surface is continuously or intermittently driven so as to reduce the summit height of the toner accumulated and partially solidified on the interface between the cleaning blade 47 and a photoreceptor 15. The end part of a blade 58 is near to a maximum of some millimeter from the interface between the blade 47 and the photoreceptor 15. When the blade 47 is rotated clockwise, the front blade 60b of the cleaner sump is filled with the residual toner first. Thereafter, a bridge is formed upward from the rotation cavity of a paddle wheel. Then, the back part 60a of the cleaner sump is filled with cleaning toner in the end.
