DISTRIBUTOR, RECEIVER, DISTRIBUTION METHOD AND RECEIVING METHOD

PROBLEM TO BE SOLVED: To provide a distributor capable of dealing with an individual service at ordinary time and of dealing with a common server urgently in the case of emergency.

SOLUTION: A distribution side device 1 correspondently stores an ordinary identifier stored in each of receiving side devices 2 and request information indicating a request on information desired to distribute in each of receivers, and the distribution side device 1 stores the emergency identifier of each of the receiving side devices 2. When ordinary information to be distributed ordinarily is obtained, while referring to the stored request information, the distribution side device 1 determines the destination of transmission, adds the identifier to the ordinary information and produces ordinary distribution information. The produced distribution information distributes the ordinary distribution information or emergency distribution information by radio.
