PROBLEM TO BE SOLVED: To provide a two-dimensional photonic crystal laser structure which facilitates the manufacture thereof, and provide a manufacturing technology therefor. SOLUTION: The structure consists of a first layer 101 having a refractive index n1, and a second layer 102 formed on the first layer 101 and consists of a laser medium having a refractive index n2.
