<P>PROBLEM TO BE SOLVED: To provide an apparatus capable of handling various situations for photographing a number plate such as a vehicle type or a road state. <P>SOLUTION: The number plate photographing device 11 comprises a plurality of first devices 11cdef each having different visual lines 11cdefa, a second device 11a for comparing the first devices 11cdef and photographing an image 31 covering a wide area including a plurality of vehicles 13, 19, 20 and 21 travelling a road, and a control device 11c for selecting one of the plurality of first devices 11cdef based on the image 31 and outputting a photographing command 24 requiring the selected first device 11c, 11d, 11e or 11f to photograph one of a number plate 13a of the vehicle 13 or a number plate 20a of the vehicle 20.
