PROBLEM TO BE SOLVED: To promote the use of a facility for separating seats into no-smoking seats and smoking seats by diagnosing whether or not the arrangement of no-smoking seats is suitable for the no-smoking seats to propose the optimum air-conditioning ventilation system. SOLUTION: A no-smoking seat diagnostic device 1 includes a space information obtaining means 10 for obtaining information on a space for performing aptitude diagnosis on no-smoking seats in designing a no-smoking seat diagnostic device 1 performed using a fluid analyzer 2 for analyzing the flow of air or liquid, a dust concentration distribution analyzing means 15 for creating analysis data for analyzing the dust concentration distribution of dust generated by smoking by the fluid analyzer 2, providing the analysis data to the fluid analyzer 2 to analyze the dust concentration distribution, and obtaining the analysis result as dust concentration distribution data, and an aptitude analysis means 16 for diagnosing aptitude as a no-smoking seat on each of designated areas using the dust concentration distribution data.
