PROBLEM TO BE SOLVED: To reduce the costs in a content distribution network. SOLUTION: A cache server 14 is installed on the content distribution network. The cache server 14 monitors the increase of frequency of request for content using a request frequency counter 28. After waiting until a prescribed cache condition is met as a request frequency increases, the cache server 14 caches the content. Typically, caching is performed if the request frequency increases to a prescribed number. Preferably, the expected value of the subsequent increment of request frequency is sought from the request frequency, and a request frequency when its expected value is maximum is used as the threshold of the cache condition.
