PROBLEM TO BE SOLVED: To share large capacity contents among users through a network. SOLUTION: There are provided: a broadcast part 27, 30 for broadcasting user group information and uploaded contents to a plurality of second external devices 40; a contents reception completion message receiving part 28 for receiving a contents reception completion message transmitted only from the second external device 40, which is permitted of contents reception on the basis of the user group information; a contents upload message generating part 29 for generating a contents upload message notifying that the contents are uploaded, depending on having received all the contents reception completion message; and a contents upload message transmitting part 30 for transmitting the generated contents upload message to a terminal device 60 utilized by the user belonging to the user group to be distributed of the contents through the network.
