PROBLEM TO BE SOLVED: To provide a technology for reducing labor and cost for issuing an account by reading account data related to audiovisual service of a pay program with a receiver of each viewer.

SOLUTION: A pay broadcast charge reference screen supply unit 10 sends a pay broadcast charge reference screen to a digital broadcast receiver 2. In the digital broadcast receiver 2, the pay broadcast charge reference screen is displayed, and an indication to connect a circuit to a customer information management system 13 is output by pushing a pay broadcast charge reference button, and B-CAS card number is sent to the customer information management system 13. The customer information management system 13 references the customer number corresponding to the B-CAS card number from a customer information management database 11. Account data corresponding to the customer number is extracted from a pay broadcast charge database 12, and sent to the digital broadcast receiver 2. The digital broadcast receiver 2 receives the account data through a communication circuit 4 and displays the pay broadcast charge.
