<P>PROBLEM TO BE SOLVED: To provide a customer relationship constructing system and a customer relationship constructing method allowing a company providing a commodity or a service to easily and efficiently collect pieces of information regarding customers without burdening the customers. <P>SOLUTION: The system is provided with a plurality of electronic tag issuing terminal machines 2 issuing electric wave type non-contact electronic tags 1 for free, and a plurality of gate terminal devices 3 sending and receiving data of the electronic tag 1. They are connected with a host computer 4 of a sponsoring company providing the system via the Internet and a computer 5 of a cosponsoring company receiving the information regarding the customers. When a user 6 carrying the electronic tag 1 passes the gate terminal device 3, the gate terminal device 3 acquires the information of the user 6, and it issues refund points to the user 6.
