PROBLEM TO BE SOLVED: To automatically purchase betting tickets without allowing a member to frequently access a betting ticket sales apparatus and to repeat automatic purchase of betting tickets by a fixed purchase rule by setting the purchase rule.

SOLUTION: The member accesses a public lottery mall site 1 via the Internet from a member terminal 4. The kind of public lottery tickets to purchase and the purchase rule are decided to apply for the purchase of the public lottery tickets. The purchase rule is resistered as information of each participant in a purchase rule DB 14. The public lottery mall site 1, a repeating center 2 and a JLS host system 5 manage prize-winning information, and a payment management part 15 and an electronic payment server 7 perform automatic transfer to a winner.
