PROBLEM TO BE SOLVED: To provide a communication device capable of avoiding a program for specifying the communication processing of the communication device from being updated by an update program applying improper processing.

SOLUTION: An update purpose communication program 6 encrypted as a result of mutual authentication between a server apparatus 2 and a computer 3 and between the computer 3 and a small-sized memory card 4 is written in the small-sized memory card 4. The small-sized memory card 4 is loaded to a radio terminal 5 to make mutual authentication with the radio terminal 5, and after the update purpose communication program 6 is verified as to whether or not the update purpose communication program 6 is suitable to control the radio terminal 5, and the program 6 is set to the radio terminal 5.
