PROBLEM TO BE SOLVED: To provide a method, a device and a program for estimating communication quality for enabling management of in-network communication quality from a viewpoint of a user who uses network connection services and to provide a computer readable recording medium in which the same program is recorded. SOLUTION: A computer for estimating the communication quality receiving pieces of data about the communication quality and an IP transfer quality when prescribed contents are distributed for test from a content distribution terminal to a user terminal quantizes correlation between two pieces of data, and the communication quality is estimated from the IP transfer quality to be measured by the computer based on a correlation curve introduced in the process of this quantization.
