PROBLEM TO BE SOLVED: To precisely collect accident information. SOLUTION: When an accident occurs, a vehicle 4 causing the accident sends accident occurring time and the location information of the vehicle in an accident to a server 8, and the server 8 received that. A signal side data communication module 3 obtains traffic light state information decided by correspondence between an indicated signal and indicating time of a traffic light 1, from a signal control device 2 of the traffic light 1, and sends that to the server 8. The server 8 received the traffic light state information.
