PROBLEM TO BE SOLVED: To surely achieve a remote unmanned monitoring regardless of the place, size or shape of an area to be monitored or monitoring conditions such as weather, whereas in the remotely unmanned monitoring of a danger section or boundary, for example, on the sea in a bad weather, an enormous cost or danger accompanies a precise and rapid response depending on the monitoring conditions. SOLUTION: In a section concerned, identification cipher data is circled in a loop shape in a free direction by use of infrared ray, light, radio wave, sound wave or the like. It is matched to the size or shape of the monitoring area by use of only a master machine or the combination of the master machine with a slave machine. An extreme power saving is realized by the kind and transmitting method of signals, and a maintenance-free operation period can be sufficiently extended. Further, a special shape lens (Fig. 1) is adapted for a receiving system, so that the monitoring can be surely performed even in a place having an unstable base (e.g. fishery reserve on the sea).
