PROBLEM TO BE SOLVED: To suppress the increase in traffic in a communication network and reduce the power consumption in a communication terminal. SOLUTION: The communication terminal 2 having a gas meter connected thereto is connected to a management server through the communication network. The communication terminal 2 acquires a terminal ID natural to the gas meter just after input of power source, and determines the match or mismatch between the acquired terminal ID and the terminal ID stored in a nonvolatile terminal ID storage part 13a in a comparison part 10a. A flag 13e is nonvolatile, and execution or non-execution of an initial registration communication for registering the terminal ID in the management server is registered therein. A communication control part 10 executes the initial registration communication when the mismatch is determined by the comparison part 10a just after input of power source, and the non-execution is registered in the flag 13e, and does not execute the initial registration communication when the match is determined by the comparison part 10a, and the execution is registered in the flag 13e.
