<p><P>PROBLEM TO BE SOLVED: To provide an image coding apparatus, an image coding method, and an image coding program which suppresses the quantity of code generation to a minimum, and perform high-image-quality coding, when the stationary part of an image is coded by compression coding. <P>SOLUTION: A stationary frame coding judgment means 15 which judges whether or not a frame to be intended to code is a frame which is stationary (a stationary frame) from the difference value between the frame and a reference frame just before it, and a quantization parameter value control means 16 which controls quantization parameter values to be used for coding only for one frame at an initial time when its image begins to be stationary, are provided.
