PROBLEM TO BE SOLVED: To provide an image processing circuit and an image processing method capable of avoiding blurring of an edge portion of an image when a smoothing process is carried out. SOLUTION: The image processing circuit is provided with a means for respectively calculating an absolute value of a difference between data of a peripheral picture element of a target picture element and data of the target picture element per each peripheral picture element of the target picture element, a means for temporarily substituting the data of the peripheral picture element with the data of the target picture element when the absolute value of the difference calculated per each peripheral picture element of the target picture element is a predetermined value or more, and a means for carrying out the smoothing process with respect to the target picture element by using the temporarily substituted data.
