PROBLEM TO BE SOLVED: To provide a time division multiplexer and a time division demultiplexer, and a time division multiplexing wavelength conversion apparatus and a time division demultiplexing wavelength conversion apparatus for applying only a processing required for signal transmission without applying overhead processing to each frame format and realizing time division multiplexing corresponding to the input signals with different transmission rates.

SOLUTION: The time division multiplexer is configured such that a time division multiplex section 310 converts a plurality of frames with a first format into data subjected to time division multiplexing and an encoder 312 loads the data onto frames with a second format and outputs the result to one channel, and the time division demultiplexer is configured such that a time division demultiplexing section 410 applies time division demultiplexing to the data to demultiplex a plurality of the frames with the first format.
